DESCRIPTION

The I-95 Corridor Coalition offers a convenient resource to help the USDOT and NSO (National Standards Organizations) with testing activities. The acceptance and ultimate use of proven standards promises to help I-95 Coalition member agencies, and their hardware vendors and systems integrators, achieve reductions in system implementation cost, both by reducing risk, and by facilitating some measure of equipment interchangeability and sharing of information among operations centers. The approach will be as follows:

  1. All individual standards development activities will be identified and listed.
  2. Each standard will be characterized as to where it is in the development process, and when it is expected to be ready for testing. Note: Much of the information may be available from USDOT or ITS America.
  3. A scheme will be developed that classifies the role of each standard relative to the various typical deployments of member agencies.
  4. Each standard will receive a designation that describes its relevance to member agencies. For example, a standard that characterizes exchange of information among operations centers might be designated differently than one that characterizes exchange of information between a center and a field device.
  5. Through consultation with the USDOT and the NSO�s ongoing testing activities, their sponsors and the participating organizations will be identified and briefly described. Opportunities for testing standards within I-95 Coalition member agencies will be defined.

END OF PROJECT SUMMARY

The primary purpose of this project was to provide further NTCIP assistance to state and local agencies both in the immediate term through direct assistance and in the long term through the provision of software tools that will provide them with the capability to perform their own acceptance testing and analysis.

The project included the

  1. Development of paper tools for the procurement of NTCIP compliant CCTV cameras.
  2. Provision of on-site testing of four (4) devices that claim conformance to the appropriate NTCIP standards. 2 of these devices (both DMS signs) were located in the area of the I-95 Corridor Coalition and the other 2 devices (both ESS devices) were located in the ENTERPRISE Consortium area.
  3. Development/Enhancement and testing of the NTester software to include a Dynamic Message Sign (DMS), an Environmental System Sensor (ESS), and a CCTV module interfaces. The software development included the provision of the source code and 3 months of maintenance support.
  4. Development of a testing workshop to address both NTCIP testing issues and the use of the NTester software.
  5. Provision of the testing workshop at two (2) sites, one within the I-95 CC area and one within the ENTERPRISE Consortium area.

ACTIONS

During the testing workshop, agencies within the Coalition learned how to use a testing tool for NTCIP compliance testing (for DMS, ESS, and CCTV). The participants appreciated this tool because it provided a relatively simple interface which allows NTCIP compliance.

Additionally, the testing of the field devices provided the participating agency with valuable insights into the issues associated with testing for NTCIP compliance.

Due to the success of the NTester software, the I-95 CC and ENTERPRISE Consortium decided to propose to the FHWA to further enhance the software. This proposal is currently under review by FHWA.
