DESCRIPTION

A high priority of this project is to facilitate getting information from the existing traveler information systems of the nearby regions of Washington, D.C., Philadelphia, Pennsylvania, and Shenandoah Valley, Virginia. In addition, the Baltimore MMTIS will link to the traveler information system being planned for the I-95 corridor in Delaware. Another priority of the MMTIS is to encourage single occupant vehicle travelers to use transit rather than to drive, especially during peak periods and in congested corridors. Both of these priorities support regional, state, and Coalition goals.

The funding requested in this proposal will be used for two critical aspects of the MMTIS: to integrate the Baltimore system with nearby traveler information systems in the I-95 corridor and to integrate as much transit information as possible in the system to encourage mode transfer.

The MMTIS will be incorporated into the regional Intelligent Transportation Systems (ITS) Architecture being prepared as part of Baltimore's ITS Early Deployment Plan effort. The MMTIS will also be incorporated into the statewide ITS architecture being prepared by the Maryland ITS Working Group, a committee of the Intelligent Transportation Society of Maryland.

To date, the Maryland Department of Transportation has awarded the Baltimore region $500,000 of Fiscal Year 2000 Federal ITS Integration Program funds and $500,000 of Fiscal Year 2001 Federal ITS Integration Program funds, as well as $500,000 of State transportation funds. In addition, the Coalition awarded the region $300,000 of Year 8 funds. These funds will be used for development, deployment, and operation of the MMTIS.

Progress over the last year includes two kick-off meetings, one for project decision-makers and the other for the project working committee. In addition, the project business approach has been determined, and it will consist of two phases. The first phase involves developing a public sector gateway which will enable any public agency or private company to access public sector data. The gateway will establish standards for formatting and accessing public sector data. The request for proposals (RFP) that is currently being developed will solicit contractors who will develop the public sector gateway. It is anticipated that the RFP will be issued by Maryland Department of Transportation in early 2001. The second phase will involve contracting with Information Service Providers (ISPs) who will access the gateway, fuse the public sector data with data from other sources, and disseminate the information to the public.

The objectives of the proposed project are:

  • Bridge the traveler information gap in the Baltimore region by providing real-time and static multi-modal information to people traveling in and through the region;
  • Facilitate getting information from the traveler information systems of the nearby regions of Washington, D.C., Philadelphia, Pennsylvania, Shenandoah Valley, VA, and Delaware to facilitate travel along the I-95 corridor;
  • Integrate transit information in the MMTIS to facilitate mode switching by users of the Baltimore MMTIS; and
  • Provide other types of information to MMTIS users (such as tourism, special events, weather, stock quotes, etc.) as desired by the public and private partners.

FINAL PROJECT EXPENDITURES

In the first two years of development and operation, total costs are estimated to be $2 million per year. In the first year, it is anticipated that $1,500,000 will be federal funds of which $300,000 are Year 8 Coalition funds, $200,000 are Year 9 Coalition funds, and $1,000,000 are Federal ITS Integration Program funds. The remaining $500,000 will come from State funds. All of these funds are committed except for the Year 9 Coalition funds being requested by this application. In the second year, it is anticipated that most of the $2,000,000 will come from private ISPs, and some may come from federal, state, or local sources.

Also needs to be mentioned: $50,000 (Funded from "Ready-to-go" Project Pool in Year 7).
