| DESCRIPTION |
The Towing and Recovery Incentive Program (TRIP) is a $700,000 Program to facilitate quick and safe clearance of commercial and other vehicle crashes, and improve traffic incident management. This project will specifically develop and formalize interdisciplinary, multi-jurisdictional towing policies, training, and procedures, certification requirements and process, and quick clearance goals for the towing community within Metropolitan Atlanta. There is no such multi-jurisdictional towing program existent on non-toll roads in the I-95 Corridor, and, once developed, the training, certification process, and towing program procedures will be applicable corridor-wide and readily useable by all Coalition Members.
The TRIP program will provide advanced heavy wrecker and recovery safety training and select only towing companies with fully trained operators and industry certification. Though not a part of this funding request, the TRIP program will eventually include incentives for towers who maintain an “open roads” policy and meet clearance goals. The project will set a precedent for mandatory safety training while improving safety and congestion. Partners include the Georgia Department of Transportation, Georgia Regional Transportation Authority, Atlanta Regional Commission, Towing and Recovery Association of Georgia, and all traffic incident responders located within the project’s geographic boundaries. |

| OBJECTIVES |
Improve the performance of regional traffic incident management programs through the execution of learned best practices from the I-95 Coalition’s Quick Clearance Toolkit and Innovative Towing Scanning Tour Project as well as build upon the Coalition’s Year 14 Quick Clearance Implementation Project. Specifically, the $125,000 in I-95 Coalition funding being sought will be utilized to develop a towing training program employing the I-95 Coalition’s Quick Clearance objectives and Toolkit information, as well as to develop a certification process, including requirements, for towing entities, as well as an operational procedure for the TRIP program’s linking to the Coalition’s Year 15 Southern IM System Project. The following items will be developed and executed under this project segment of the overall TRIP program:
• Develop classroom and hands-on quick clearance training for emergency responders of all disciplines in the Metro Atlanta region including Fire, Police, Towing and Recovery, Service Patrol, Hazmat, Emergency Management and Transportation agencies.
• Implement training to quickly clear large commercial vehicle incidents.
• Promote safe, fast, and efficient management of commercial vehicle incidents in order to reduce secondary impacts such as congestion and crashes.
• Support Georgia's 90 minute Quick Clearance Policy for major incidents on interstates.
• Provide training for on-scene incident operators and supervisors.
• Set a standard level of knowledge for on-scene operators and allowable equipment.
• Provide performance measures from this implementation that could allow seamless application throughout the Coalition Corridor and perhaps nationwide. |
