Project 19-3N: National Unified Goal Implementation
The Coalition’s Year 15 Project to conduct a Summit on the National Unified Goal (“NUG”) for Traffic Incident Management and then begin outreach and education to pertinent entities throughout the Corridor will be wrapping up in the next few months. The two-day NUG Summit was held in September, 2010 and was co-hosted by FHWA and the National Traffic Incident Management Coalition (NTIMC) who developed the NUG. FHWA requested that the Coalition broaden the conference to be a national Summit as opposed to a corridor-wide Summit. Therefore the Coalition expanded the scope to encompass a nationwide audience, and portions of the Summit were broadcasted via webcast. This successful conference serves as a springboard for further outreach and education to entities throughout the Corridor (and the entire United States) to adopt and implement the six cross-cutting foundation Strategies of the NUG:

  1. multidisciplinary NIMS-based TIM training;
  2. awareness and education partnerships;
  3. TIM technology;
  4. goals for performance measures and progress;
  5. effective TIM policies; and
  6. State and Regional TIM programs.

Project 15-3N: Interdisciplinary Summit: National Unified Goal for Traffic Incident Management
The National Unified Goal for Traffic Incident Management (NUG) was developed under the direction of the National Traffic Incident Management Coalition (NTIMC) through a consensus process, and has been ratified by many regional and national organizations. The I-95 Corridor Coalition is a NTIMC Member and has ratified the NUG. To implement the NUG, State-Regional-Local TIM goal awareness and practice are keys to success. In support of this effort, this I-95 Corridor Coalition project hosted an interdisciplinary corridor-wide informational exchange forum (“NUG Summit”) to educate Member Agencies on the new NUG. The Forum included discussion of institutional issues amongst the various entities and recommended best practices for the resolution of those issues, memorialized in a Summit Report. Following the Summit, additional work was conducted to educate regional fire/police/emergency responder agencies and towing entities to propagate understanding of the new NUG including the Coalition’s Quick Clearance objectives.

OBJECTIVES

Foster NUG implementation by assisting Coalition Members in developing, establishing, and/or enhancing regional incident management teams.

Project 15-3N: Interdisciplinary Summit: National Unified Goal for Traffic Incident Management

  1. Host a corridor-wide interdisciplinary summit on the new National Unified Goal for Traffic Incident Management in order to discuss interdisciplinary incident management issues and recommend best practices for the resolution of those issues.
  2. Following the forum, educate emergency responders at regional levels about the new National Unified Goal to encourage the formation of regional incident management task forces.

Project 15-3N: Interdisciplinary Summit: National Unified Goal for Traffic Incident Management
Attendance and support of the NUG Summit held in Baltimore, MD on September 21st. Developed and printed the “How to Create a TIM Team” brochure for NUG Summit. Project team participated as speaker in Delaware Valley Regional Planning Commission’s (DVRPC), Regional Traffic Incident Management Conference on May 10, 2011. Presentation involved the state of the practice of TIM and an outside demonstration, all in accordance with the NUG.
