A briefing paper was developed on key issues and potential options associated with federal assistance for large surface transportation goods movement projects of regional and national interest. The focus of the paper is the federal programmatic considerations such as project eligibility, type of assistance, and process for obtaining assistance. In particular, the briefing paper addresses how federal support could be provided through a regional or national infrastructure bank, or other multi-state entity or special assistance program. |
