DESCRIPTION

The I-95 Corridor Coalition has entered into a partnership with the U.S. Department of Transportation (USDOT) under the Safe and Efficient Travel through Innovation and Partnerships (SafeTrip-21) Program. This program strives to use advanced technology to improve safety, improve public transportation services, and reduce gridlock on America's roadways. More specifically, these initiatives will allow travelers in selected areas of the I-95 corridor to make better informed travel decisions through a variety of information resources. The elements of the I-95 Corridor Coalition’s SafeTrip-21 program include:

 
  • The Long Distance Trip Planning Website Launched at www.i95travelinfo.net in June 2009, this website is based on the I-95 Corridor Coalition/INRIX Vehicle Probe data. Users can view real-time traffic conditions, including travel times across state borders from New Jersey to North CarolinaThe website provides both the current and normal travel times between various cities, airports, and other landmarks on key routes in the multi-state region. Origins and destinations are selected from a list of pre-defined locations on the “Travel Time” page. Lastly, visitors to the site also have the ability to zoom the map into any of the six participating states and Washington, D.C. to obtain a closer look at traffic conditions.
  • Displaying Travel Times in Public Areas – Travel time data will be displayed at kiosks at the Tysons Corner shopping mall and at the Fredericksburg (SB) and Skippers (NB) Welcome Centers along I-95 in Virginia. At the Tysons Corner Mall, the display will focus on conditions in the immediate area; the Washington, DC region. At the Fredericksburg Welcome Center, the display will focus on conditions from that location south, well into North Carolina. At the Skippers Welcome Center, the display will focus on conditions from that location north, including at least Virginia and Maryland.
  • Providing Travel Time Information to Airport Users – The Coalition along with BWI Airport is developing a website to provide real-time traffic conditions and information on ground transportation options that will enable passengers to better plan their trips to and from the airport, whether by public transportation, taxi, van, bus or private vehicle. Information will be available through kiosks located within the BWI terminal, through wireless devices (e.g., cellular phones), and through the Airport’s website.

    The Coalition is also working with North Carolina DOT to facilitate the testing and evaluation of providing work zone travel times and speeds to improve efficiency and safety in work zones.

OBJECTIVES

Adapt the web-based ground transport information system previously developed by the Coalition for BWI Airport to include the use of real time, dynamically updated information, to be disseminated to travelers via the Airport’s website, via a ground information kiosk within the airport, and via wireless devices such as cellular phones.

Development of the I-95 Corridor Travel Time Information: www.i95travelinfo.net

The project successfully incorporated the real time travel time data from the Coalition’s Vehicle Probe Project into three BWI ground transportation information applications – website, mobile device and kiosk. Real time information on transit incidents was also successfully incorporated. Requirements and design documents that can be used by others to guide similar projects were prepared. The system was independently evaluated by the USDOT and the results published.


ACTIONS

The website application with the vehicle probe real time information integrated was operational for several months in 2010. The USDOT evaluation occurred during this period. BWI Airport staff removed the link to the site from its website over concerns about the treatment of local Baltimore transit information in system (not related to the work performed under this project). Several issues arose in regard to both the kiosk and mobile applications. BWI Airport staff had several concerns about security (web browsing) and maintenance (e.g., printer jams) posed by the kiosk application. The USDOT had concerns about the potential use of the mobile application while driving which prompted several design changes to that application. These issues are discussed in some depth in the USDOT evaluation report referenced above.


FINAL PROJECT EXPENDITURES

Original Project Budget: $385K
Amended Project Budget: $435K

Reason for change: Additional funding added to accommodate design changes necessitated by USDOT concerns about use of mobile devices while driving.


Real-Time Travel Time Now Available for the I-95 Corridor

Through the I-95 Corridor Coalition's SafeTrip-21 Partnership with USDOT, a website has been developed to display travel time based on current traffic conditions.  Visit the site at http://www.i95travelinfo.net and select the menu option "Traffic" to view traffic conditions and the menu option "Travel Time" to show travel time from various locations throughout the corridor.
